From what I observe, many older folks like my parents aren't keen on learning new things. They are just contented with what they have and willingly got left behind. When something new came up, they would just rely on us to problem solve for them.

We do not have reading habits beyond school years. The late Lee Kuan Yew correctly expressed his disappointment that most Singapore homes do not have books. Just listen to our overhyped Singlish and its total disregards for proper grammar.

I personally think that these 2 issues are not entirely related-- for some people singlish is definitely a symptom of lower/incorrect standards but it's also adopted by many people who know the proper grammar rules because of social connection/identity. lack of books and reading I do agree is an issue but I'd attribute it to wasting our attention on consuming more braindead content that is simplistic and shallow and not constructive for knowledge building.

That assoc prof is, I feel, a bit too dismissive of the results of early decline in SG adult literacy skills. We need to examine why this is so, especially when our education system ranks so highly in the world and general education is quite widespread among the population in SG. We don't really have rural villages where not many residents are educated even to the primary or secondary level, yet Japan, which do have a lot of such rural population areas with low education levels, do not seem to display the same decline in adult literacy skills. We are an aging population and such decline in literacy skills should be concerning.

This is not just an SG issue. I have often seen friends (almost anywhere in the world but particularly in Asia) who keep telling their kids to read books. Sometimes I mischievously ask my friends, so what books have you read recently? I always get the same excuse that they are too busy. Basically they just haven’t read books since graduating university. Or they might read a book if it is gossiped about a lot (I use gossip specifically). They just don’t read for self improvement or entertainment or continuing education. My bookshelf is much smaller nowadays only because my personal library is primarily digital. I’ve likely read a couple thousand books already in my life. As a kid my home library already had hundred of books and I thank my parents for it. They are also voracious readers. Both of them.

Just my 2cents worth of sharing here ....🤭🤔🤔I feel the problem with literacy skill is more on how to apply the usage of English grammar; especially TENSES (e.g. Past tense; Present tense; Future tense; Past Perfect tense; Present Perfect Tense and Future Perfect tense; etc) Frequent conducting of practical verbal speech or even in writing or editing out scripts would gets well and will become more improved and more fun .
During my younger school days of the 60s, my primary school teacher always emphasizes that English is beautiful if we know how to use or talk using the right type of English grammar and tenses correctly.
Recently, I attended one of my Skill Future course this year. I noticed the Chinese educated trainees' usage of grammar is messy. Even the English-educated trainees lost their speech of thought and understanding of how to write a sentence in order to bring their message across the whole class.
Therefore, if Skill Future team can organise a class to teach SF learners a class on teaching English Grammar would be an attractive asset to gaining world class's💫💯💫 word literacy amongst our own citizens.

Talking about this, it sparks something in my mind. It is high time our NLB to be re-structure. I always come across TH-cam content creator creating stuff in their garage. Singapore kids, do not have the luxury to have their own garage to explore. I think NLB should covert the books into PDF and free up the space. Transform the space into a garage for Singapore kids. Make NLB a place for young kids or even Singaporean of all ages, a place to explore their interest. Can look into hosting various hands-on workshop on various topics, big or small, mainstream or non-mainstream. I hope NLB next milestone is, "To inspire the next generation." Govt, know you are reading this.

Yes, many experiments during their hobby time in the own private garages help people in other developed countries to be creative, explore materials etc. Singapore should reduce the number of wasted space in the colonial estates. Many of them just look like homes built in 60s or 50s with no architectural features. Even if some have, there are too many specimens for a small crowded land scarce Singapore. Few citizens benefit from them. The land can be better developed with new homes. Singaporeans need more personal space to be productive, explore and be creative and innovative. If people are too stressed out confined in small spaces, overworked, or struggling to survive, it is difficult to thrive.

Why is Japan still high? Are the test for Japanese in English or in their native language, Japanese?
We, as parents are trying hard to emphasis the importance of native languages such as mandarin, malay. And yet all this test does is saying Singaporean’s English literacy is down and what will that affect.
Do you see China facing that problem? Do you see native language countries facing that problem?

    Yawn. Old news.
Rare is the person who has the verbal intelligence to have acquired a masterly grasp of even one language, let alone more than one. This means a lifetime pursuit or use of that one language, in all its domains, should be in order.
Singapore's bilingual policy is just shite. I mean, I am not impressed by people telling me that they can speak English, Mandarin, Hokkien, Malay, and then some. Most of the time, their competency in even one of their spoken languages is bogstandard.
