I would recommend midwesthobbyhorse THEY ARE AMAZING I have bought one of their custom ones and the quality is AMAZING! For about 190! Which is really good for a hobbyhorse!
You could always make them! I know the fabric can be expensive so you can reuse an old t-shirt or use felt from the dollar store! They're are also lots of tutorials to make on with socks!
