That Sternritter guy (Hubert) you guys can't recognize has only appeared once and it was during a split second... as one of the skeletons raised by Yamamoto's bankai. He was killed by Yama during the first war.
It seems complicated timeline wise, but since this takes place just before the Soul Society invasion seen in episode 6, this is 1,000 years ago. Ywach also had those eyes since he was young, but Ichebi sealed them during their meeting. The location isn't named, but it seems like a mish mash of European cultures with mostly German influence. People speculate with his future sight eyes, Ywach looked into the future to create more modern weaponry for his forces to easily consolidate his power.
To further add to this, Hubert does show up again. He was one of the skeletons Yamamoto brought back to fight Royd Loyd pretending to be Ywach. Hubert is the name Royd said out loud during the attack. So this group of officers died during that assault 1,000 years ago.

Shortly after, Ywach invaded Soul Society, which was One Thousand Years ago. That's why it's called the Thousand Years of Blood War arc. Yamaoto even mentions Ywach invaded a thousand years ago.

Jugram never had a reason to want to kill Yhwach. In fact, Yhwach’s attack on Bazz’s family started the fire that killed Jugram’s abusive uncle. Bazz just pushed his goal onto Jugram.

Also yeah unfortunately because of everything Haschwalth is fully indoctrinated and loyal to Yhwach but Haschwalth's sadness is more subtle In the manga after he kills Bazz when Haschwalth walks up the stairs its actually more implied he holds his arm the same way he does when he was a child as a trauma response. In the anime he walks up the stairs off balance thematically fitting for him specifically
The tragedy does go further. When Yhwach destroyed Bazz-b's home and family that made him happy, he also destroyed Haschwalth's home and family that made him miserable. I dont think Bazz-bs ever really thought once about asking more about Jugo's personal life, just all about revenge on the man that saved Jugo.

You can see that Lt. Commander Hubert was briefly in Episode 6 of TYBW when Yama used his Bankai South version to revive the dead quincies killed by him. There you can also see the other quincies that died during the first invasion of the Soul Society thousand years ago.
Some cool details, Bazz-B's (Bazzard *Black*) Schrif is "H", Jugram *Hashwalt*'s Schrift is "B", Kubo confirmed it was intended as hint for their backstory. Bazz's last attack, "Burning Full Fingers", makes "BFF".
This seems like a very one sided fight, but remember that Bazz (and all of the other Quincies that were still below) had some or all of their power taken from them and then that power was given to Jugo and the others that were still with Ywh.

Bazz-B is naive and then he's single-minded so his narration doesn't really reflect what Jugram is going through and what Jugram is thinking, even as a kid. Jugram didn't have anyone other than Bazz-B, who essentially saw himself as superior to Jugram in all ways and not really as a friend but as a follower. When Ywhach came and told Jugram he was important, that's the first time Jugram has ever not felt like a pathetic being not worth anything.
