Wrong. That is a thing yes but generally they are AUTOMATICALLY declassified after a certain amount of time.
it's time-based also just like the guy above said. Govts/agencies don't worry about national security if it's decades after the fact.
They're automatically declassified after a certain number of years but the agency can reclassify them to start the timer over
