I believe the Soviet Union had a auto-launch system called 'Dead Hand' (google it) that would launch their nuclear missiles even when Russia and the Kremlin itself had been annihilated... Its pretty haunting and scary really. But thats post-apocalyptic fiction at its finest :D

I don't think Russians are that poor though, during the rule of communism, which really wasn't communism, they were building up for a massive war with the US, and if you know something about economies, Wars tend to boost them because it opens a lot of jobs because a lot of people are sent into the military instead of the work force, unless you have a shortage of supplies, which Russia doesn't.

Metro 2033 is based on an alternate history where the Soviet Union never fell, so all you need is the right Soviet Officer's uniform.
