xxxtentacion appeals to the same fanbase as ski and is way more popular. Xxl bever puts the hero and sidekick together on a cover together just like they never have more than 10 spots. two exceptions to this rule are in 2014 when they had Chance and Vic Mensa... And that class had more than 10 spots.
(Also 2013 had Chief Keef as the honorary 11th freshman on the cover since he was in jail.)
X was the 10th spot winner but I feel like if he wasn't he would've been picked already you'd imagine with a fanbase as crazy as these guys have that Ski had to have at least ended up with a high voting amount but we will honestly never know. Hopefully he doesn't let that affect him and hopefully he works hard to be the mvp of next year.
