The guy talking in the phone with hat is THE LEADER,played by Tim Blake Nelson,he is the main villain. In the movie Hulk(2008) he had his head growing and turning green because of the contact with Hulk blood.

This does look good , looking forward to Cap 4 . The Leader in the comics has Psychic and telepathic abilities if they go with this in the movie could it be the Leader who is controlling Isiah to kill Ross rather than some kind of programming/ brainwashing etc .
