yes OxyProps is a framework like those you mention. What you can use is Structeezy with ACSS or CF

For basic shapes, you might feel this is overkill, but when you go deeper and involve programming, you can create data visualizations, generate dynamic charts and graphs, design interactive maps, and create custom animations.

No it can not. You would need a bitmap tracer for that. You can use Inkscape, an awesome open source vector graphics tool.
