I think you can make an argument that since the creation of the International Criminal Court, every single President could've been sent there for the commission of war crimes and been convicted, and the only reason that Presidents prior to that date wouldn't be convicted is because of the lack of an entity like the ICC, not due to their innocence. If we're considering the treatment of slaves and Native Americans, there's likely not one that didn't oversee the commission of some violation of basic human rights.
