In the beginnings of the rounds? They mean their money (for example 25=2500$, 60=6000$ etc.). It helps in-game leader to decide if they will play eco, full or some mixed buy.

Their money (if they write 20 it's 2000, 35=3500, 47=4700 etc.), in 1.6 you couldn't see your teammates money like you can in CS:GO, so it was quite popular to write your money at the beginning of the round to decide what tactic/buy team should play.
