The introduction of exceptional rules for the benefit of other PL clubs is not permissible. If the introduction rule date occurs after the improvement, it is not possible to enforce regulations on a PL club. These can only be implemented subsequent to the date of introduction. Historically bigger sides did not suddenly become historically bigger sides. They became so over decades of hard work and building on succsess on the pitch. Its easy to spend money to buy success. Just take city and chelsea for example. Historically reasonabbly successful clubs that had failed on the pitch in terms of winning titles and as consequence lagged behind the three biggest clubs in england, untill they were swamped with Cash. Without that Cash, its doubtful they would have had so much success in such a short period of time. Newcastle are the prime example of a club that is Cash rich but unlike chelsea and city,, are restricted by the New rules. Give newcastle the freedom to spend without limits they will probabbly make chelsea and cites recent achievements, palé in comparison.

I don't agree with auto relegation. Sporting integrity is really what's on trial here. What city and other top PL clubs have been doing for years needs to be stopped. City are the straw that broke the camals back, should they be punished, yes, because 3 of the sponsorship deals city signed are 3 to 4 times larger than what rival teams (united, Madrid, Bayern) could generate at the time, when city were undoubtedly a smaller club. We should allow investors to invest and clubs to spend but there MUST be limits, which starts with accurate financial reporting by clubs and no epso facto accounting to cover for certain spending, which has clearly happened here.

The Premier League exists to regulate the game, and make sure the rules are universal regardless of the club, and that technical rules are being implemented (undersoil heating, number of obligatory cameras on the grounds, safety regulations, and so on).
The Premier League has no Right to Manage Clubs, which is what they are attempting to do. How can clubs like Everton, Leicester, and Wolves be either in breach or have to sell their best assets not to be in breach of whatever the Premier League comes up with?
We have reached a point of no return, where the competition is being made impossible and imploded by a bunch of incompetents. I'm afraid the only way forward is to replace the Premier League with a new organism that knows its place and does not put its nose where it does not belong. While this is taken care of The Premier League should be made, by the clubs, to stick to technical regulations and stay out of finances, since it seems they know very little about the world of Capital and how/why it is invested in football, in this case. As an owner of various businesses, I can guarantee that most do not invest in sports (in my case auto racing) to make an immediate profit and not be dumping money. Prestige and brand recognition are the main reasons, and nobody, much less the incompetents running the Premier League, can put a price on that. Just imagine the next "Coca Cola" with zero brand recognition that invests in sports to be able to compete in its market. We are talking "Red Bull" and "Monster" here. How much money did they and are they still dumping to get brand recognition? After they had achieved it, then they started making money out of sponsorships and owning clubs/racing teams/aerobatic teams/American Cup teams, and so on. However, first they had to dump money, at huge losses. And that, my friends, is something people who don't run companies will never understand.
