Codename: Kids Next Door, also known as Kids Next Door or by its acronym KND, is an American animated television series created by Tom Warburton and produced by Curious Pictures in Santa Monica, California.
This is a prime example of the show's biggest use of irony: the adults being more childish than the children.
Every villain is a child at heart and are just jealous that other kids and the KND are able to still be kids and not have to worry about working, paying bills, and other adult stuff. Almost every KND Villain has a "Childish Moment" during the series (Name calling, throwing tantrums, petty attitudes, and some acting quite immature during adult situations (like intimate relationships, going to work, or when they get in trouble with other villains))
like South Park.

I love how progressively expressive the show gets to the point where Wally’s pupils are constantly shown, as opposed to the stoic look they tried to give him at first with his hair covering his eyes

I dont recall in the begining him being dumb. He was more of the “tough, stoic bully with his eyes covered” but that is actually nice deep down.
Then his character was changed to being more goofy and dumb while number 5 became more combat oriented.
On the flipside, in Grim Adventures of Billy and Mandy, Hoss Delgado went from having a well-defined, muscular jawline and chin in his first episode, to just a trapezoid-shaped head in his later appearances.
I think that was the case for all of the main 5, sans number 2.

Numbuh 4 acts like an actual responsible adult, then Kuki's own father.

That’s one thing I find pretty funny about Mr. Sanban in Operation Hotstuff is that he is such a man-child in that episode. He’s like a 10-year-old boy inside of a 40-something-year-old man’s body. He maybe an adult, but he’s a kid at heart.

If you actually think of it, yeah. All the villains in this show were basically adults that never really grew up. All regular adults like the protagonists' parents acted normally.

For the last bit about him and the thermostat, I know people who have been to Japan before and I think he may prefer cold air because he's so used to it. In Japan there is no central heating in most homes except up North in prefectures like Hokkaido. However, a big chunk of Japan's population lives in the metropolitan area of Tokyo, where central heating is rare. So Numbuh 3's dad most likely grew up being used to cold climates.
+girlygeek43 Actually (being here in Tokyo) people are more expected to sweat it out during the summer than tough out the cold (mainly because it doesn't get THAT cold compared to climates with snow, yes it snows like 1-2 times a year, but a stronger-than-light-but-lighter-than-winter coat suffices most of the time.) In comparison, companies are advocating a program where people dress more casual in the summer and only cool the office to like 28 celsius (84 fahrenheit), if anything, he probably grew up being used to hotter, humid climates. And yes while central heating is not common in Tokyo because dumb (btw I have a friend who visited Hokkaido whose tourist house had NO heating), every room has a air conditioner/heater combo machine, so the temperature is still controlled in the house, it just isn't regulated everywhere, doesn't flow efficiently in the room, and it is expected to be turned off when one goes to sleep and thus wake up cold. But again, he was probably more used to warmer climates. Edit: Just to add, in the Shinto religion, the sun and heat was revered as the goddess pushing out the influence of her "evil" brother's cold and winter, so feeling hot and sweaty is feeling her "kami" (Kami = spirit that inspires awe, although commonly translated to "god/goddess", but anything can have kami so it's a terrible translation) while no one wants to feel her brother's kami, so that's probably why culturally that's the way it is.
You do know that in Japan(especailly metropolitan area),that AC unit(usually an Single/Multi-Split-Type cooler/heater combo model) are very and very common,and it can go up to over 30 °C in summer,right?
The reason Japanese don't use american-kind of central heating isn't because they're more used to cold weather,is because they don't need that kind of system,instead they use a system that's more fit the environment they live in....and as matter of fact,they does have some kind of central air conditioning systems.

The Mexican dub added some lines that just killed me. When Mr. Sanban left the refrigerator door open Wally yells "Jeez, what a long tail you have!" and when he leaves him talking he says "Hey, don't leave me talking, I'm not your mom!"

Thats the irony with the show that there’s times when the adults act just as or even more childish than the kids.
If Mr. Warburton (the show's creator) wasn't trying to con the public into a Wally-Mr. Sanban to a possible family relationship, well, he made a very good job. One can clearly see how his crush on Numbuh 3 could grow into a full family circle because of this scene alone. One of KND's best episodes.

Yeah, it could be because of the reason of them being kids, but, most of the kids can't say numbers in certain contexts correctly at all.

I always considered Numbuh 1 and Numbuh 4 to be the coolest Knd operatives.
The kid survived the fall of men, bested the supreme leader in a fight while suffering amnesia, can lift about 9-10 times his weight when angry, used a giant robot to giant a 50ft rainbow monkey a hug, stormed the queen were-dog’s stronghold just because number 5 was attacked, and outsmarted his evil genius counterpart through simple logic.
Oh and he’s the reigning champ of at least three in-universe sporting leagues.
He is a legend, and he earned his happy ending in the finale.

Well, I can understand Kuki's dad near the end. I sweat at room temperature, no joke.
That scene makes a lot more sense in context and explains why he's so strict about his daughter messing with the thermostat and doesn't like when she turns the heat up too much.

Well, if the Kids Next Door snuck into the Sanban home while the Sanban Family is away, they could set the thermostat to a reasonable temperature. And that's 44 degrees Fahrenheit. That way, Kuki Sanban can feel warm and her Father, Kani Sanban won't have to yell at her.
