A few ways to build that audience up quicker is to use video in cold layer and retarget 25 or 50% views at first

Website visit focus is typically what we use until the account has enough conversion data to switch to conversion focus

I like to aim for 15-20 frequency in 90 day time frame

Typically website visits or awareness - unless there is a lot of conversion data in the campaign and then can roll with that.
