Fully remove the drivers, there are tutorials on how to do a full removal. You have to keep in mind to do this in safe mode. Reinstall new drivers, if possible without the experience stuff - unless you use it for recording.
Phly, reduce your mouse polling rate; I found the same problem on my system that was only resolved when I reduced the mouse polling rate, but before I reduced it, it stuttered exactly like you’re experiencing
Also go in mouse settings and disable any mouse enhanced or acceleration features. It's not about the amount of data used, it's the sudden spike of processing used and/or needed that causes a lot of stuttering in games.

Hey Phly I know you said you tried "everything" but might not have done this; Go in to the Nvidia Control Panel, Help, and then turn on Debug Mode. Needs to be done after every reboot but took care of the stuttering on an Nvidia card in WT for me.
My favorite recipe for open tops is a pinch of HE shells; sprinkled with some timely smoke shells (12 were available) to cover your six when pushing or repairing even makes for lasting longer and stronger. Loved the comment "my team will save me." So often we are the "tip of the spear" only to realize too late there is no spear just the tip; no one to make us whole.
If the stutter is on the video only, make sure your OBS encoder settings are set to maximum priority. Otherwise, It could be a bad driver update or a bad war thunder update. Consider updating, or going back to an older version of drivers. best luck

I also enjoy duck in a Indian-Mexican fusion carnitas style; slow cook quartered duck pieces with water, bayleaf, oregano, coriander, cinnamon, clove, cumin, fenugreek, and hot chiles, then shred the meat and sear it in a hot pan with oil and the juices of 2 limes and 2 oranges, and finish with a teaspoon of honey, adding the jus as necessary for moisture. Use it for tacos.
My favorite recipe is the M24, and the P63-C5. I would love to see you go at it with my favorite vehicle's! And maybe use the 37mm with ground target rounds😅. Love the videos, and the content ❤
Have you tried lowering the bitrate on your recording? I had a similar issue a while back with a clip engine I was using, did everything in the book (except for lowering my bitrate) and when I finally did the clips were very clear no stuttering. I wonder if validating the game files would help?

Here's the recipe, as it's not well known, even in France. First, you put some small and thin pastas in a pan, with olive oil. You boil water while you stir a bit the pastas until some of them turn gold-ish. Then, you put water in the pan, a bit above the pasta. You wait for the pasta to absorb the water, while stiring so it doesnt stick to the pan. When there's only a weeny teeny bit of water left, you can turn off the stove and serve with grated cheese. Enjoy !

(Should be enough for 6 people) Grab the following ingredients: - 500 grams of storebought Fusili pasta - 1 Zuccini - 1 white onion - 500 ml of storebought tomato sauce (I personally like to use Heinz Tomato Frito) - 2 carrots - 150 grams of Parmeggiano Reggiano - 1 KG (That's about 1,5 lbs I believe, idk I don't speak Freedom Units) of minced meat - 6 regular mushrooms - 3 cloves of garlic - 1 tablespoon of chili flakes - 2 tablespoons of thyme - 1 tablespoon of cumin seeds - Salt (to taste) - White & Black Pepper (also to taste) PREPARATION: Fill a deep pan with water and add salt + olive oil. Put the stove on medium heat and bring the water to a medium to low boil. Now, as that is happening you can start with "La maîson plàce" (or however you would spell that). Peel and chop the white onion into fine bits. Put it in a bowl together with your chopped (and peeled) garlic + carrots. Chop the zucchini into quarters next and put that into a seperate bowl. Same for the mushrooms. Grab the biggest frying pan that you own, put it on the biggest stovetop you have and turn it on to medium heat. Add about 2 tablespoons of olive oil and thyme, and let that fry for about 30 seconds, or until fragrant. Put in the meat, together with the minced onion, carrot and garlic. Add now 3 of your other spices; the cumin, chiliflakes and salt. Fry for about 4 minutes, then add the rest of your veggies to the pan. At this point, put the Fusili into the other pan with boiling water and start the process of cooking your pasta. Once that is done, add your designated tomato sauce to the mix, and stir until everything is combined. Let the sauce summer on medium to low heat until your pasta has finished cooking. Should take you about 6-7 minutes. Drain your pasta and put it into the sauce, mix once more until combined. Now turn off the stove. Grate the Parmeggiano Reggiano and mix it until it's incorperated with the rest of the pasta. Add some freshly grinded pepper to finish, and enjoy your meal! ^^

The problem with the Tiger II though, is that if they do get a good shot off on your turret you just die. Because the ammo load is in the back of the Turret, so it’ll blow, and kill your entire crew.

I request a video on the He 100! It's stupidly fast for 1.7, can hold 550+ km/h at deck no problem, excellent climber, only downside is it's engine likes to burn so keep an eye on the temp. Not too OP, and super fun! Bring it to a higher br for a challenge if you want (day 2)

If you have an HDD, try disconecting and leaving only SSD. Windows loves to scan stuff and when he starts on HDD It starts to have these hiccups freezes. Fixed my valheim and Path of exile problems this way
For the stutter, I would recomend doing a full reinstall of your nvidia drivers. Look up DDU (Display Driver Ininstaller) from guru3D. It will let you do a full reinstall and make sure that if its a driver issue its fixed. If the stutter perseists start looking into other bottlenecks. Another big thing to check in RAM. if you have some bad ram or a bad mount on your ram it can cause issues like this. First just reseat it, but if that doesnt work try taking half of it out and playing with that, then swap the ram to the other half and see if one half has stuttering and the other doesnt. Other bottlenecks that could cause stutter. Is your ssd with warthunder on it full? Is your cpu pinned at 100% utilizion on some or all cores? Is any component to hot?(I recomend HWInfo to see temps). As a nuclear option you could reinstall windows, and that would pretty much make sure that no software issue is causing the stutter. You could even reseat your cpu in its socket if it comes to it. Hope any of this might help!

One of my current favorite recipes: Get a medium to large sized microwaveable bowl dump some frozen chicken strips in microwave for one minute flip the chicken strips microwave for another minute spoon some spaghetti sauce straight from the jar onto the chicken strips sprinkle shredded parmesan cheese on top of the spaghetti sauce sprinkle a bunch of shredded mozzarella on top of the parmesan. recommend to use twice as much mozzarella as parmesan microwave entire concoction until the mozzarella cheese melts voila - chicken parmesan . btw, sorry about your stuttering graphics. do ultra low quality lmao
Had the every 2m stuttering too. I had to turn off SSAA 4x to get rid of the stuttering. Since an update I can use SSAA again. So clueless what helped.
0:20 "I am a medium tank!" 😇 Depending on your source that statement is actually true for both the Tiger 1 and 2, this is because pre-war around 1935-1936 some groups classified a light tank as anything that had machine guns only or up to but not including 7.5 cm cannons, medium tank designation was given to vehicles armed with anything between a 7.5 cm cannon up to but again, not including a 10.5cm cannon and of course a heavy tank designation was for vehicles with anything over a 10.5cm cannon. Of course we don't call it a medium tank now as deffinitions have changed.
Did you disabled nvidia shadow play overlay ? Had this issue on other games because of that. Also make sure your GPU is set on maximum performance in the nvidia control panel. Hope you find a fix
I have stuttering issues as well using OBS because OBS has a stroke when it has to record anything higher than 60 fps on my pc lol, I also think it might just be a partial war thunder thing, gaijin moment as they call it.

The stuttering issue is most likely caused by the NVDIA in-game overlay.

It could be game cache too. Sometimes it helps to do that first, before you hit drivers.

That sounds more like a USB issue if your PC can't handle the polling rate of a mouse. The amount of data that a mouse sends is pretty minuscule.

try to reset your gpu. i had the stutter issue too but it went away after i reset my gpu. (the shortcut is win + ctrl + shift + b)

If you have an HDD, try disconecting and leaving only SSD.
Windows loves to scan stuff and when he starts on HDD It starts to have these hiccups freezes.
Fixed my valheim and Path of exile problems this way
For the stutter, I would recomend doing a full reinstall of your nvidia drivers. Look up DDU (Display Driver Ininstaller) from guru3D. It will let you do a full reinstall and make sure that if its a driver issue its fixed. If the stutter perseists start looking into other bottlenecks. Another big thing to check in RAM. if you have some bad ram or a bad mount on your ram it can cause issues like this. First just reseat it, but if that doesnt work try taking half of it out and playing with that, then swap the ram to the other half and see if one half has stuttering and the other doesnt. Other bottlenecks that could cause stutter. Is your ssd with warthunder on it full? Is your cpu pinned at 100% utilizion on some or all cores? Is any component to hot?(I recomend HWInfo to see temps). As a nuclear option you could reinstall windows, and that would pretty much make sure that no software issue is causing the stutter. You could even reseat your cpu in its socket if it comes to it. Hope any of this might help!
Additionaly i see some people talking about the in game nvidia overlay causing issues, worth looking at that too.

Maybe to check the stutter drop all your special items on your vehicle, decals and the figure on your tank. Basically bare bones vanilla

have you tried to switch off NOTIFICATIONS? These usually creats micro-freezes

Try to check gpu clock, there is nvidia driver issue from recent update, somehow it turns the clock to 200mhz

One of my current favorite recipes:
Get a medium to large sized microwaveable bowl
dump some frozen chicken strips in
microwave for one minute
flip the chicken strips
microwave for another minute
spoon some spaghetti sauce straight from the jar onto the chicken strips
sprinkle shredded parmesan cheese on top of the spaghetti sauce
sprinkle a bunch of shredded mozzarella on top of the parmesan. recommend to use twice as much mozzarella as parmesan
microwave entire concoction until the mozzarella cheese melts
voila - chicken parmesan

Try to reinstall the graphics card driver, and verify the game if you play it on steam. Maybe it helps with the stuttering issue
I have been getting stutters since last update on a 3090, very frustrating
Had the every 2m stuttering too. I had to turn off SSAA 4x to get rid of the stuttering. Since an update I can use SSAA again. So clueless what helped.

Depending on your source that statement is actually true for both the Tiger 1 and 2, this is because pre-war around 1935-1936 some groups classified a light tank as anything that had machine guns only or up to but not including 7.5 cm cannons, medium tank designation was given to vehicles armed with anything between a 7.5 cm cannon up to but again, not including a 10.5cm cannon and of course a heavy tank designation was for vehicles with anything over a 10.5cm cannon. Of course we don't call it a medium tank now as deffinitions have changed.

Did you disabled nvidia shadow play overlay ? Had this issue on other games because of that. Also make sure your GPU is set on maximum performance in the nvidia control panel. Hope you find a fix
I have stuttering issues as well using OBS because OBS has a stroke when it has to record anything higher than 60 fps on my pc lol, I also think it might just be a partial war thunder thing, gaijin moment as they call it.
