Not to mention our budget is still within the top 10 spending,though you’re quite wrong if you’re to say they can’t afford a fully capable helicopter force for each branch. This channel itself posted a video about how the MOD had done a £1 Billion upgrade to a helicopter training school with more trainers-possibly a precursor to more helicopters being procured unlike what you say. Yes all in all though,it is about money being saved,at least we don’t have to spend thousands for ‘high quality’ gears for vehicles from contractors because our government doesn’t throw money around unlike someone with the largest budget.
60bn is more than enough to have a good quantity of equipment spread along all branches. You don't need a massive budget like the US to do this. We don't need as many either just due to land mass. Look at the USA compared to the UK we just don't need it. So yeah more than enough to keep a good sized helicopter fleet that is fully maintained, armed and ready to go at anytime.

We get various helicopters flying over house, chinooks, Apache etc, no way to RAF Holbeach, and other places👍
