I think it’s because for safety purposes, because if there were no gates like that on the bell monument, and someone went up there when the bell was swinging, someone might get hit by the bottom of the bell and die. I also noticed in a slideshow I found online about the bell is when the bells not ringing, the gates are open, and when the bell is 1 minute away from motor ignition the gates are closed. I think those are automatic gates.
