Not a answer to M60. It was made before the m60, as s stopgap, becuse USSR didnt like tanks theat were offered by the 3 bureaus. In basic they couldnt put a new T-12 Rapira smoothbore gun in the T-55, so they used elongated T-55 hull, with turret based on the Object 140 annd add 115 mm smoothbore gun...
Not a single tank soviets made was a counter to a tank. Soviet doctrine specifically focuses on tanks supporting infantry in cracking the emplacements. Anti-armor duties are largely delegated to artillery fire supported by ATGM teams. That's also the reason why soviet tanks already had SECOND generation of inertial navigation systems starting with T-62 tanks - these cannons were actually meant to work from beyond line of sight a lot and you can't lead effective fire without maps and advanced positioning awareness.

After heavy tank losses on Kursk ridge in WW2, tank-antitank artillery relations were ruled out, barring tanks from fighting tanks unless cornered and, by late 1943, "modern" combined warfare and engineering manuals were rolled out. Since then, parameters changed (Like introduction of BMPs massively increasing offensive capabilities), but core remained the same.
I always thought it was lowkey insane how T-62 featured a 2-plane gun stabilizer in 1962 and it took US and Germany nearly 10 years to catch up

From 1961 and onwards. T-62 is still most numerous MBT, but now in Russia.
Yeah they are still in use today. You will even see them in Ukraine and in Russian military parades
