2:19:25 complex requirement does not necessarily translate to high supply risk. The supplier relationship is also transactional from the given case study so I believe the correct answer is A -Leverage. Facilitator should not just say "let us agree to disagree" since that is 1.67% mark at stake in case the same questions comes up. Other than that, great presentation and very helpful!
The right answer should be leverage because of abundance in supply. One can easily change the supplier because they are plenty. The spend/profit is high as has been illustrated. It cannot be Strategic because the suppliers are few in the market structure. Thank you 😊
Taking out the leverage and strategic, lets consider the 2nd part of the answers, i.e. the competive tender and the eAuction- as a good procurement professional, the objective of reducing the high spend requirement is to go engage in competitive tendering. You cant choose the eAuction, cos the suppliers might bid lower just to be awarded the contract and remember, its complex. So i think the answer is A.

This question appeared in one of the questions in the revision question on the cips website they stated the answer is A as well
