They probably make crude tools by hand that can then make better tools. It's a common strategy called boot strapping. We use it in computer science as well to build things like programming languages

What's sad about this is literally you're watching several factory worker's jobs going away; this machine is being created so people don't have to do this work. Granted that frees them up to do other things (like maintaining the machine) but most of them want factory jobs for life.
