Mains have a frequency which oftenly drift causing flectuation in supply. Capacitor stores little quantity in it & supply stable voltage to equipment. If supply voltage goes less than required by equipment capacitor adds that short quantity of voltage to stable supply to equipment from his reserv stock. If voltage goes high it cuts it & stores reserve. In all capacitor regulates a constant voltage to equpt for a short differnce That is why it is essential to short pins to discharge such capacitor & to save electrcal shock by reserve charge of capacitor , even though one have off the switch, disconnected the supply cord from board.
