I am from West bengal I have staying in Hyderabad.
Let's talk about Kolkata 1: it's a metro city and ex capital. So let's be clear on West bengal it was 26k crore and odisha 9k. We can assume 95% of state is coming kol and bbsr.
But 2000 Bbsr was no where Kolkata IT export was same as Mumbai and Delhi and more than Hyderabad. Today Hyderabad is 1.5lakh crore. Pune now employees 8lakh folks in IT Kolkata has 1.7lakh. so basically Kolkata grew as it was a metro city. Kind of head start we got was much better than bbsr. In that perspective we didn't grew. Now let's look at Bbsr it's a new city 1948 it was designed. Slowly it has grown the growth rate of IT in bbsr is 28% while Kolkata it's 9% pan India it is 17%. One can argue bbsr has low base but thik of peers like kochi, indore Jaipur, Lucknow and chandigarh they have 3k cr to 11k cr but growth rate not as par with Bhubaneswar. It's 14-20%. While Kolkata is now trying grow base with Infosys, LTI mindtree and microsoft opening office but these are mostly BPO /BPM or working mainframe. Bhubaneswar IBM CoE is for AI, synopsys is for semi conductor design and Deloitte CoE is ML and analytics. Intel it's drone. So these are high value they may not need 3000-5000 employee but 400-800 but out put value is very is very high. Training Odisha skill development building a stunning 27floor Marvel does training in applied ai, vsli, robotics, ai&ml. West Bengal also has same but focuses on mass field like testing, enterprise automation, business inteligence and BPO. So who policy is better? Both has merit best bengal has a large population hence needs those traditional 6000-7000 office centers. Odisha core growth is mineral and steel where it's large population goes so you will find large mass skilling like welding, machine operator, transpoter, forging etc. comparing overall GDP is not right odisha with population of 4cr has a GDP of $80million and Bengal 29cr (legal & unknown illegal ) $154million. So you can guess which state is rich.
Who will win is big unknow
1: Ap with vizag and amravati can be dark horse. But can't say for sure Lko was hyped as well no on ground progress
2: political stability of West Bengal rising violence and communal disharmony will be a challange for IT
3: Current Odisha gov: So not much progress but indication of inciting regionalism. How they leverage the ground work done by Naveen by seeing the development in Mp and Rajashthan rubber stamp cm controlled by Amit Shah have not developed the states in "tech sector" they might have done good in othe like retail.

As a Bengali who has resided in both regions, I can attest that both are culturally rich and possess significant potential for impactful growth. Odisha is currently on a rapidly progressing trajectory. However, Kolkata seems to be experiencing stagnation, possibly due to prevailing leftist perspectives. It might benefit from a shift in mindset, including that of its current political leaders. Additionally, there is a noticeable migration of native Bengali communities, while an influx of Bangladeshi refugees has been observed, contributing to certain urban challenges.

@BewiseWithRicha Kolkata used to be the richest city, and Bengal used to be the 2nd richest state after Maharashtra post independence. Even though there was a huge downfall in the last half a century, Kolkata is still holding its Metropolitan city tag and earns over $160 billion PPP, making it the 3rd most productive Metropolitan area in entire India. Also, there are roughly 4 lakh IT and BPO employees working in the city, which itself is not a small number even though it's way less than Bangalore, Hyderabad, and Pune. Kolkata needs some time to catch up with other cities, but the best thing about it is that it's on the right track.

    Odisha has 4.5 crore population
    West Bengal has 11 crore
Odisha's economy is depending on mineral resources and heavy industries in hinterland. Bbsr is very small part of the state economy.
While 90% of West Bengal's GDP is from Kolkata alone. It's depending on modern industry, services etc.
Bhubaneswar offers a different quality of life due to low population. But Kolkata has both old & new mix and very rich urban heritage.
Currently Odisha's per capita income is slightly higher than West Bengal but both hover about $2000 dollars (2023-24). So on state average, insignificant difference is there.

Definitely Kolkata will be ahead in terms of everythings including ITs, Reason behind and U should know Kolkata (East) is A1 metro city similarly for the rest three directions likely Delhi(North), Mumbai(West) and Chennai(South).
-Bengal Silicon Valley Tech Hub is an under construction technology hub in the Indian state of West Bengal, consisting of various tech parks, buildings, projects and premises which work on the sectors like IT/ITeS, Data Centre, E-commerce, IoT, KPO, AI, R&D and Telecom. The hub is projected to be completed in 2025, generating 1,00,000 direct jobs. As of 2022, the total investment in the hub is ₹1 trillion.

Instead of doing VS, Should grow together all Eastern states like south they have Chennai( A1 metro city), Bengaluru and Hyderabad on the otherhand entire east India dependent only in Kolkata( A1 metro city). If we talk about Odisha they have every thing like coastal line to be a developed states for exports and imports however it's GDP is behind from Bihar, can u believe? on the otherhand if we talk about West Bengal due to which it's GDP went on decline during 19's there was a proper reason that includes world war, partition etc. But as of now West Bengal economy came into the track and got momentum. West Bengal witnessed CAGR of 12.62% between 2015-16 to 2020-21 and Kolkata still holds 3rd largest economy even after faced many difficulties. Instead of doing IT, IT also focused on other sector also, However Kolkata achieved a milestone in IT in last 6 years, Secured 6th position in India excluding sillicon valley tech hub. Let's analysis the IT industry of Bhubaneshwar and Kolkata from TCS. TCS operates in 15 location in Kolkata with more than 56K+ employees which 2nd highest numbers of employments in India, Further they have proposed to expand more employees for the same location where Bhubaneshwar total IT industry employees are 44K Plus or minus approximate. Now we eyed on some foreign IT and Product based giants which has entered in Kolkata and registered as India's Headquaters like Hyland, Applied work research work India Private Limited, PTS consulting Private Limited. Surprisingly but true a big MNC ITC Infotech moved their global headquaters to Kolkata from Bengaluru and a UK based RedoQ, A global leader in IT solutions which turnover of pound 48 million, is moving its headquaters from London to Kolkata. These are western countries companies whose entry points are Mumbai and Bengaluru which is very +ve sign for Kolkata. For Bhubaneshwar need to improve infrastructure, if we talk about Kolkata metro the total length 130 KM till the time including operational and under construction also further proposed to extension of 295 KM from each line, which makes India's 2nd largest metro network till the time without proposed portion where Bhubaneshwar metro is 27 KM which is planned or under construction may be Hudge differences.

Kolkata is a metro city and largest urban conglomerate in Eastern India while Bhubaneswar is a Tier-II city. There is no comparison at first sight. But if we compare Kolkata with its peer Metro cities it exist nowhere in terms of economic growth in recent years neither offers any promising future. On the other hand if we compare Bhubaneswar with its peer Tier-II cities, its growth and comparison is remarkable. In east-coast between Kolkata and Vizag,Bhubaneswar stands alone as the most prosperous City. There is a population explosion in West Bengal in comparison to Odisha,in area Odisha is almost double than West Bengal with almost half of the population of WB.Though Odisha is recently set a good example in growth parameters but still many more to do.There is large brain drain and migration from both Odisha and West Bengal in particular and Eastern India in general to other parts of the country for better opportunities. In recent years there is a considerable decline in inter-state migration from Odisha to other states but it’s increasing more migration from West Bengal. In comparison Odisha’s vast geographical area and boom in mining industry should be utilised for a balanced growth in the state. On contrary Odisha Govt’s diversified industrial plan if carried well,it will be one of the developed state of India in future.Bhubaneswar is now transformed from a sleepy administrative capital to a career oriented city and IT will play a major role in its growth story.
