I haven't actually had experience with Terraform, though I've heard good things about it. I think one advantage is that because it is maintained by Amazon, it is likely to be a first class citizen when it comes to incorporating new AWS services and features. But CDK might not make sense if there's any chance you may use a cloud provider other than AWS at some point.
