Perhaps this has been thought through already; can the rice crop residue not be used as biomass ? Let's say the Punjab Govt initiates a scheme to establish biomass based power plants and both the power producer and the farmers can benefit from this scheme.

Also, farmers plant vegetables for a month now before growing wheat for Rabi season. This requires quick prep of the land thus stubble burning. Previously, farmers would let the field rest for this month.
Conservation of water by drip or sprinkler system should be considered urgently, like rice sugar cane too needs a lot of water but it's effect on pollution is less the entire cane is used for sugar and bagass product
With the best IITs, Agricultural Institutes, IIMs & other Management Institutes in India, and with growing startups (and Unicorns), huge Private Corporates manufacturing various products & services, why can't the Central and concerned State governments arrive at the best solutions, and fast. Clearly there's NO WILL and also huge ego-clashes for political one-upmanship. Sick. Meanwhile, no accountability for the related deaths.
Very soon, in about 10 years, Punjab will run out of water ; they will diversify with no other alternative. Second high time, India worked with Land Institute Kansas USA to grow perennials -wheat and rice which requires less water. and no stubs to take out.

with time the amount of crop production has increased, then comes the law regarding deadline for paddy, the number of vehicles have increased

What part of the pollution is the crop residue burning causing? I thought the air quality in Delhi was due to construction, and industrial pollution.
