Apparently Disney is super strict about their employees and their expected conduct. Lots of rules they have to follow. The guy was likely thinking if I let this happen, I'm fired. Although better communication would've been great.

If he doesn’t in some way stop them after he said no they just get away with being a couple of punks. Telling them after the fact that they cannot be there, as Nalopia was suggesting, does nothing at all, they already got what they wanted and could care less if they need to move. If they didn’t ask and there was some leeway in regards to them being unaware they couldn’t be there then that’s another story but if they asked and tried it anyway I would defend the employee’s response even if he had punted that ring out of the park :p
