Look at the slums of India or the Phillipines or even the favelas in Brasil and some other south American countries, everyone is poor and everything including the infrastructure is poor to nonexistence. But within these slums, slowly some people manage to get themselves out of poverty just enough to be above others, and they suddenly become the new rich kids in town and distinguish themselves as upper class.
