What percentage of income to withhold for tax purposes for non-resident aliens who work with a company in the US?

Can a non-US sourced income be an effective connected income (ECI)?
Wage paid to foreign own SMLLC from US company. Such foreigner does not present in the US and the wage is considered non-US source
but is it also not ECI?

Hi, I am a US resident for tax for the year 2023. Got married to a non-resident in December. Non-resident has never been to US, and I traveled to India for getting married. Can I still file jointly?
