It’s a random number generator. That means it’s random, so changing the bet still gives you a random number. So it makes sense to play the bet you are comfortable with instead.

There are tax ambiguities and it's easier on Brian and the casino if he pushes
Whoever pushes the button is responsible for the taxes on the winnings. Because Brian plays so much, his losings/costs always out number his winnings at the end of the year so he doesn't end up having to pay taxes so it's no big deal for him. He said once that's why a lot of times when Marco is around Brian still does all the spins, because Marco would have tax implications and he doesn't.
Like I previously mentioned it's due to legalities and tax purposes.Whoever pushes the button is responsible for the taxes on the winnings.
