Looks like it. They roll and heat the mold to create the hollow stuff. I assumed this is what they did with Dunnies but now its confirmed this is how that works.

If you don't get a reply then I suggest checking out The crafman steadycraftin video on rotocasting, also someone mentioned to me that the fumes from the vinyl is toxic to work with and it'll be safer to use resin or that liquid rubber stuff.
