I don't think there is a set time. But as a ref in a youth league, if the game is being delayed, you can call "get it in" which as the ref, you count down with one arm and if the ball isn't put into the box (goal area) in the 10 seconds, then a 30 second personal foul (delay of game) is awarded to whoever has the ball. And there is a change of possession at half field. You could also stop the game at a dead ball and talk to the coaches if you really felt it was an issue. But I feel that this game is a bit uncommon in that there really isn't a whole lot of fast break play. I am only halfway through the game and I haven't seen a single 4v3 fast break play. (Weird considering how agressive japans defense is.) Couple that with slow defenders and sketchy transition play.... kinda just messy I agree. The players could be tired. It could be a strategy thing. It could just be two strong defenses with bad transitions. But I agree. I want to see the poles run it up more from England. These clear plays are lethargic af.
