The characterization seems to arise from a "CS-centric" view that does not consider Statistics, which I believe is where the term "generative" originated.

There is no joint distribution in generative model. There is only data distribution which is unlabeled mostly. We learn the probability distribution of unlabeled data only and then sample from the approximate distribution. May be the narrator switched the meaning for discriminative and generative model.
