They wouldnt use Dash 8s because there are about 20 made, and all 20 all spread out designated to certain yards and to different transportation departments. There is no way they would be able to borrow stuff that is needed. AC4400s were leased because those units hardly see mainline service since the ES44AC/DCs were their replacements. They will only go into service if another lease happened again or if demand shoots up! I think there are plenty of them in service today because of higher demand

MrRailfanHD They needed a lot more. It basically would have taken the entire Amtrak Dash 8 fleet, and Amtrak needs those.
MrRailfanHD They used 40 BNSF powers. Amtrak only has less than half of that in Dash 8's with 2 being owned by CalTrans for the CC and SJ train usage.
