I could be wrong, but I believe the reason why Sherbrooke utility pole tags are different from those found everywhere else in Québec is because Hydro-Québec is responsible for electricity distribution throughout most of the province ever since the nationalisation of hydroelectricity in the 1960s, but some smaller companies were not part of the merger and Hydro-Sherbrooke is one of them. Those poles might be property of Hydro-Sherbrooke, unlike the other ones with the more typical tags. Also the bus you showed for Quebec City is only for the high-speed, high-frequency Métrobus service with articulated buses; regular 40-foot uses use a similar livery but in blue, and there are still some older vehicles with the old white livery with blue and green stripes along the bottom in circulation. I'm not sure how many of them are featured in Street View coverage though.

Yes, but some of them are pretty much only used for cell phones (367 and 438, for example), so they aren't very likely to be used by businesses.
