Go and see minimum cs placements. Even top IITs cs have minimum placements of like 7-9 lpa. The only college with 15 lpa+ minimum placement for cs is IIIT Hyderabad due to its amazing curriculum and no reservation policy.
If you are from Karnataka then apply for government engineering college there fees are very less 17k per year, if you are eligible for scholarship then you get 15k, total being 2k only per year. Note :- maybe fees are increased now. Hostels are in construction on many campuses.

I am from IIT and not even a single company is allowed below 6 lpa. In case of IT companies generally package is above 12 lpa whether it is service based or product based. After the placement session is over and a pool of students are left to be placed then only college allows company with lower packages to visit the campus.
