he is talking about those scholars who lie against Allah and Pophet Muhammad Sallallahu Alaihi Wasallam. They claim that the secular leaders of today are muslims even tho they have replaced the shariah with man made laws which is apostasy in islam. And many of the leaders themselves expresss that they are secularists which is takfir, because one cannot be secular and muslim at same time. So these palace scholars claim whoever talks bad about the rulers or wants to remove them or rebels against them is a "khariji" which is a sect that called muslims kafir for committing major sins as zina, drinking alchohol. They decieve the masses. So in the video teh sheikh says even animals will be judged and get rewarded for the opression they endured, same for us humans. And he calls them out the (sellouts) saying we dont complain to you we complain to Allah.
