bug ice isn't that bad. frosmoth is usable, which is mostly due to quiver dance but also having high-damage stab moves helps

grass ice is usable. abomasnow isn't great, but it has it's place in competitive and definitely isn't terrible

The reason why they skipped ones like Golbat, Magneton, Rhydon, and Seedra is because they already have their respected evolutions
They skipped over some Pokémon that have evolutions outside Gen 1, so yeah, that's why Primape got one before it's new evolution was announced.
