No, even if MCD had paid attention to the complaint, this trajedy would not have been avoided. Humans are complacent and fixing these things in our beaurocracy would have taken a lot more than 3 days. If this complaint was done months ago then we could probably say that that yes somebody complaint and no action was taken.
But the question is, why does a kid need to make complaints? Or why does a trajedy need to happen for our authorities to take action? These coaching centers are in plain sight and all these issues are known to everybody. There is no other country where this would be tolerated or even allowed to happen. India is an unempathetic, brutal and lawless place and this is violence on an every day basis that we have become jaded to.
