Correct, when using pencils on a dolls face you need to spray it first (otherwise the vynyl will be too slippery to draw on). Here I used Testors Dullcote but most doll artists use MSC (Mr. Super Clear). When using watercolour pencils, evenually as you draw you will notice that the lines will not get darker and the more you work on it, you run the risk of ripping up your sealant. So its safer to spray the face again, wait 20 min, and then continue drawing. Its like making a new layer in photoshop. You dont need to spray again if you use paint on the face - only dry materials like pastel or pencils.
