The northernmost city is a good spot to drive around, smash stuff, hit a few cop cars and stuff like that until you get heat level three. Keep wandering but try to avoid smashing anything until you hit two wooden barricades. THE ISSUE IS, it's a long tedious, ANNOYING process. Worst part is, by the time you get enough heat AND smash two wood barricades, spike traps and concrete barricades are everywhere. You have to get lucky and make it to the freeway, outrun the cops and dodge barricades until you get cooldown. Once you get that, hide or something.
