I think you can recreate gang wars in gta sa. Change the blufor (US) as grove street while the opfor (RU) is vagos (because you're planning to add spanish VO). For the weapon, just use the "late game" weapon in gta sa (tec-9, m4, ak47, mp5, deagle, spas, rpg, and gatling gun mg). For vehicles, just use apc, car, and transport heli like blackhawk.
