I've always been somewhat. . . conflicted about my admiration for Alexander The Great. I obviously know that he was probably very far from the character we see in Fate/Zero, but I can't help but idolize the man we see in this show. He is the greatest man, the greatest king, to ever grace the realm of Anime.
Iskandar is so well respected, the most prideful boy in the series use 2 of his most beloved and strongest treasure also never did once he stop smiling at Iskandar charging at him.

Unlike Gil or any other servant he didn't have a noble phantasm in his life however he created an Ex category noble phantasm just with his bonds .....Respect++

If famous kings were heroic spirits why could not they bring in Hitler, Queen Elizabeth, George Wasington, Alexander the Great, Henry the IV, King Philip of Spain, the teen swedish king who defeated Polish-Lithuania CommonWealth, Queen Elizabeth I, Emperor Akbar, Asoka, Peter the Great etc
some of these figures would be held back by the fact that they are too modern to be recognized by the throne as proper servants. legend is a necessity to be a powerful servant. for example take edison normally he would have been a rather weak servant but its because the past presidents before him lent him their strength (which is part of the reason why he has a lions head) the he is able to take form as a functional servant. also something to bring up but after rereading your comment know that Alexander the Great is Iskandar. from what i remember hearing Iskandar is the name he took up after conquering and adopting Persia and its culture respectively which is why many of the egyptian servants like nitocris and ozymandias recognize him as a fellow pharaoh.
Hitler won't be recorded in the throne of Heroes, though in some circumstances, they can probably summon him in Fate/Grand Order since they can already summon Ivan the Terrible.
