Israel gave all civilians time to move out of the area, which the vast majority have done.

Firstly, no, the Mossad headquarters is not in Tel-Aviv, it's in an army base on the northern outskirts of Tel-Aviv.
Second, the army infrastrocture in Tel-Aviv is not located under civilian infrastructure, rather in a very well defined central army base.

I think Julia is very good in these kind of debates, obviously this individual wants to distract from the question he was asked but doesn't want to answer. I think an effective block to this kind tactic would be to get the individual to repeat the question, which would be one way of making sure they understood the question in the first place.
