It's a synced animation, a default one from the game but never saw it before haha

Yep! My GTA 5 game is heavily modded so I can make custom scenarios and scenes and let the AI do certain tasks or animations to make a story and movie with!
Then you can record it ingame with Rockstar Editor and make it cinematic :)

@BIGJACK45 oh yeah sure but I wouldn't recommend it for cloning voices of Micheal, Trevor etc. especially in the first place not of copyright infringement and the second place that they sound very weird with lots of artifacts🤣 might need some tweaking I guess

Yeah sure! Multiple LSPD units are involved, with a main focus on these two characters as seen on the thumbnail!

Idk anymore I use a lot of mods, and the police uniforms are from EUP packs of LSPDFR. But for making the movies I use Menyoo
