Sorry I didn't see your comment earlier. You can set alternate unit and enter 1000 in multiplier or if you want only one dimension showing just enter 1000 in multiplier.

THERE ARE 3 TYPES OF SCALING ACTS TOGETHER IN LAYOUT MODE.
1st Object scale
2nd one viewport scale.
3rd Plot scale
note what scale you made on model.
then note scaling of viewport
and finally under plot setting note the scale and multiply all together you will get final scaling you will get on paper.
For example & Best practice
Make the model on actual scale (ie; 1:1) and also the viewport on 1:1 The in plot settings you selected 1:200 then final scaling will be 1:200
or
You modeled in 1:1000 scale (like meter to mm) and made viewport 1:10 and in plot setting it is 10:1 (in setting it will seem like 1 mm to 0.1 unit) so final scaling will be ( 0.001 x 0.1 x 10 = 0.001) = 1000:1 scaling ratio
