From what I learned about the big O it didn't do very well in Japan but the moment it came overseas in the west it was a huge success that the west commissioned sunrise studio to make a 2nd season. I'm not surprised that the big O did so well in the states given that it came out during the Era of Toonami's hype and that it had a similar aesthetic to Batman TAS which was another popular 90's show at the time.

I like to think this song is an acknowledgement of that and that things aren't always alright. Sometimes the future doesn't look bright for those who remain. But here we are.
