It's probably for the Evasion. He combo Axe to Jotaro and you can see the evasion was almost full. So he probably didn't prelong Meteor Barrage to not let his opponent evade.

@@monkekryu Well sometimes the evasion meter is empty and at one point he could've even killed if he just extended it. I think he does know how since he knows you can extend the ult so I really don't know why he doesn't extend it.
