Captain good explanation , but in practise onboard tankers vessel especially, its good to mention Sea stabilised in only to be used for collision avoidance , for general navigation when we are not in collision avoidance in my opinion we should only also use Ground Stabilised , OOW is not used to take bearings so much with any object he see , he relays on the radar , so in case some close obstruction is passing near vessel, is always good to have radar setup to show vectors for actual movement of the vessel in relation to current which is ground , for ROR situation in restricted visibility then Sea stabilised definitely .
