This is how all Western Governments work. The two in the video are Civil Servants rather than Government Ministers. They are the ones that actually run the country. In Britain, the Government may change but the Civil Servants don't.

Everyone can tell you have been here a while because you can take the clip apart well done , as normal in real life you can get the results what you want by not asking what you want directly but how you ask it . We once had an engineer at work who always did the opposite what we wanted so the engineering lads always asked the opposite what they wanted and ended up with what they really wanted. All governments say this is how the British Civil Service operates .
After Einstein published his theory of relativity, he was told that 100 scientists had come out to say he was wrong. He retorted "Why 100? If I am wrong it would take only one".

What is going on, Lillian, is that the Civil Service run the country, and elected politicians just make it more difficult for them and therefore have to be... managed. Felipe, I am in favour of National Service, I think it benefits countries that have it, there would be a greater uptake of regular military service by people going through the system and want to stay, and it would create a much larger reserve force that can be called on in time of national emergency. I don't see a down side, to be honest. Bring it on!
@John Ashtone National Service , every Fighting man (Volunteer) needs a supply chain, ( Conscripts ), so Catering Corps, REME and so on all good alternatives leading to job potential after leaving. I think it was probably Oxford and Cambridge fed up of loosing students that led toward an elimination of national service, general unemployment sends lads into the Army as a place to earn money
@John Ashtone My Grandfather deserted in WW1, being Irish I think the COs were more concerned as to if he had taken his weapon with him or left it behind. My father did National Service in the Pay Corps as a Filing Clerk. Winning the peace in triplicate.

i studied statistics though out my senior education, buy altering questions to modifiers but not the actual numbers there will be conflicting results...... governments are very fond of statistics

It was made in 1979 and starred Jonathan Lynn (who co-wrote Yes, Minister) and Nigel Hawthorne, and can be viewed on TH-cam. I remember first watching it in the early 80s - Hawthorne plays a different type of civil servant, very amusing indeed!

Consensus in science is not based on what 99% of scientists have randomly thought out in their heads but based upon rigoruous research that is scrutinised by all the other scientists.

The survey, is what codified cultures during colonialism. Made according to western standards and values, but in cultures based in a totally different history, traditions, etc. Result: an entire culture interpreted, reduced , codified according to the colonizers.
I knew someone who worked for a survey company. The first question they asked when commissioned was "what result are you looking for?"

It is the tactics of the Civil Service who advise the PM/Ministers, not the PM or the government.
That's correct to what you say.... It doesn't mean it's correct or right, if the majority believe it to be so
