It itself is not what has the properties i would say? Rather it continues the juggle started from c&db.
Theres a lot of chars that you can just do straighr double dash punch

It's actually easier to juggle midscreen with overhead->regular dash punch than with two regular dash punches (although it can't be done on certain characters)

why does TM do j.mp i never see it connect

Imo It's a good idea to use all of your buttons so as to lessen your predictability. But in this case I think he uses j-mp because it has a high arc so when timed right it'll whiff above the opponents head and they are most likely thinking an attack might hit and will choose to block and in that split second you can get a clever sneaky grab.
It's tactic some characters can utilize. Alex j-mp whiff into command grab is another example. I'll try to find a video I saw of that one for you.
