I believe so (you might have to do more research :P) because in the Nats 2016 vids, they had Gen 3 mats (I believe)with Gen 4 timers.

Why do you have 3 cameras? is it like the solves was filmed with the gopro and the vlogging was with the others?
I mainly used my gopro and used the dslr as a backup. the other one is my dad's camera

no there are no penalties for that
if two center caps fly out or a piece pops out (like if it flies off the mat and hits the ground) it's a DNF. otherwise there are no penalties.
but here in singapore they give +2 for dropping out of the mat and no penalties for using palms to start timer
