But shoto todoroki is really op. It doesn't say how cold or how hot he gets but based on his actions in the tournament he should be capable of explosions greater than bakugo. If he freezes something lower than 0 degrees Fahrenheit then rapidly heats it up with his fire it would be similar to setting thermite on dry ice but on a larger scale.
You have to remember that he can hurt himself badly by using one side of his quirk. If he uses one side of his quirk too much - e.g. as you said: lower than 0° Fahrenheit/Celsius - I don‘t think he would be able to compensate his body temperature with his other side. So he would have frost bites or burn marks - or worse

The ability to add effects to objects permanently and tempory for the user to give an object a permanent ability it require 15 minutes of concentration while temporary ability take no time at all but do damage to the object and only 3 tempory abilitys can be in one object. with a near infinite possible ability that can be placed on the objects the user is highly versatile Quirk/superpower type: transformation sub type: acumalation name: bestowal. this quirk give the user the ability to bestow abilitys to people and themselves it take 60 mins to safely add one ability to a person adding anymore to others is dangerous then one is dangerous while the user can have up to 3 permanent ones Superpower/quirk type: transformation sub type: acumalation. Name: glitch. This quirk transform the way the user can interact with their environment By definition a glitch is something usually unintended by it's creator but can be exploited by their users. This quirk stockpiles exploitive capacitys like walking on nothing or jumping super high or bounce on concrete etcetera. basically the user can do anything a normal quirkless person can't in any given situation the quirk does have repercussions called corruption which slowly spread through the body causing damage this happend when the user is over using the quirk or by doing things that expand past contact usually corruption will dissipates in a minute giving that quirk isn't used for that Quirk: (push and pull) type: emitter. this is like todoroki type of quirk. This quirk is divided by left and right left being push right being pull. (Push)The user can cause massive concusive force as long as the user is close to the target the closer the stronger it is. If All for One can steal quirks but One for All requires consent for another person to inherit it so is Deku immune to that aspect of All for One's power? Its kinda like the immovable object and unstoppable force scenario.

Oh btw, One for All is originally called "Super Power", but because of All for One's younger brother's quirk which is also similar to All for One that gives quirks for free, That super power that was given by all for one to his younger brother plus his quirk which gives away, thus it was called One for All. It's not an all out powerful quirk compared to All for one but because of the continuous cultivation of this quirk, it was passed to All Might which he pushed it beyond! Plus Ultra!
At first when I heard Overhaul’s power I was like imagine growing up with that kind of power. You have to become a villain or have some hated for the world when everyone isolates you based on something you can’t control. But then I heard he could also fix diseases and shit and I was just like 🤦🏾♀️

he can control his quirk, a massive degree he has full mastery of his quirk, but hes a germophobe so he refuses to actually uses his hands and dirty himself unless he has to, also why he wears a mask.
A quirkless guy with a weapon can easily defeat Monoma and there is the issue that he won't be as good with the quirk as the one he copied, just imagine if he copies Deku's quirk, he would blow his arm.
I guess now that ch. 213 of the manga is out, we can safely move the OFA quirk to a higher place in the most OP quirks. Spoiler --> It is absolutely crazy that he can use 6 more quirks of the previous OFA users that have become even more powerful than they were with their original users after combining with the core of OFA. He is going to have much much more power than even All Might. This quirk is too OP honestly.
Realistically speaking tho, it would take a really long time for him to master 6 additional quirks. That isn't an easy task. But he will be ridiculously op when he does

Decay doesn’t seem to be op imo. I would guess there’s a drawback and my best guess would be that it decays his own body because if you check Tomura out, he has a pretty decayed body for someone that’s ‘’young’’.
Technically, Urarakas quirk is the most OP because the only limit is her getting sick. If you're rating it just based on pure power, she could simply cancel the planet's gravity (sure, she would puke her guts out, but it's not like that matters anymore) and throw it out of its orbit, killing everything on it within minutes.
Yeah but nothing beats all for one, as it can take any other quirk. plus rewind can rewind anyone to any state that has happend before, these two quirks can't be beaten in sheer power by anything. Unless a timetravel quirk were to exist

Momo is number one quirk hands down. If you were a tech and chemistry student, and took courses to become an inventor, and practiced inventing things nonstop with your quirk, she could basically cause a singularity by herself and dominate markets and become the next microsoft or google almost over-night once she gets rolling. She could have flying robotic mosquitoes collect dna samples of heroes and computers to read the dna and create machines to use retroviruses or something to alter dna to give others quirks and she can dominate the world if she were intelligent enough. Its a shame she doesnt realize this herself and she wasted her internship.
Remember, she is a FEMALE character in SHONEN, trust me she would never do that. They dumber down most of girls in the anime by a lot! In the situations they should use their quirk, they never do.
If she had a mad genius invent a way to duplicate quirks from dna and give her mad genius dna because she could afford to hire him from producing stacks of diamonds and pure platinum bricks in front of him. Then she would realize how to do so super efficiently, get tons of quirks, then, she is a genius, she requires less practice time with those quirks to optimize them in battle, then she can also do stuff like *spawns kryptonite* mid battle to do complete bullshit with.

Anyone without a defensive measure would die, but the same goes for the guy with the gun. Todoroki could use a gun. There are quirks besides hardening however that negate guns such as warp, all mights obviously, Chisaki once combat ready and so on. You would also need a huge gun to match Todoroki's kill potential. Todoroki could easily kill people with ice and fire, but thats not his goal.

Time skip is an ability that can make people stronger or weaker with god hand so if Timeskip the legendary plot device fuse with Eri it will create an all powerful plot device that can do anything lol

I don't quite agree with the placing of Creation at #9 if you're going to leave out Permeation. Both are extremely weak on their own, but get much more powerful with practice. All things being equal (experience, skill, and knowledge) Permeation would likely win nearly every time against Creation. I would say Permeation should be #9 and Creation at #10. Dark shadow just has too big a weakness-which is very easily exploitable-to stand up to the others on this list, and even the runners-up.

While I don't think it would make much sense to make his weakness a matter of endurance considering it is a core feature of his quirk, you are right in that it could be possible.

13:54 - 14:05 , if you have forgotten , All Might had been injured in a fight once , that destroyed his body , and that made him be able to use One for All for a limited time. It was never said that All Might was loosing power cuz he gave a bit of his hair to Izuku , but rather cuz he was pushing himself to be able to use it longer , that made his time shorter , and the fight with All for One made All Might use the last of his power (well , not really , he can still use One for All , but basically for about a minute before going back to skinny form , but if he even punches something , he immediately goes back to skinny form).
i think AFO has a weakness like OFA.. because during his fight with all might he didn't stole the quirk.. maybe he cant "stole" if the person is not willing to, as seen in the manga flashbacks, or cant steal back something that he already gave.. but once again he stole the "cat" quirk... but no one saw that.. maybe he tortured her until she gave it up idk.

But shoto todoroki is really op. It doesn't say how cold or how hot he gets but based on his actions in the tournament he should be capable of explosions greater than bakugo. If he freezes something lower than 0 degrees Fahrenheit then rapidly heats it up with his fire it would be similar to setting thermite on dry ice but on a larger scale.
You have to remember that he can hurt himself badly by using one side of his quirk.
If he uses one side of his quirk too much - e.g. as you said: lower than 0° Fahrenheit/Celsius - I don‘t think he would be able to compensate his body temperature with his other side.
So he would have frost bites or burn marks - or worse

Quirk/superpower type: transformation sub type: acumalation name: bestowal. this quirk give the user the ability to bestow abilitys to people and themselves it take 60 mins to safely add one ability to a person adding anymore to others is dangerous then one is dangerous while the user can have up to 3 permanent ones
Superpower/quirk type: transformation sub type: acumalation. Name: glitch. This quirk transform the way the user can interact with their environment By definition a glitch is something usually unintended by it's creator but can be exploited by their users. This quirk stockpiles exploitive capacitys like walking on nothing or jumping super high or bounce on concrete etcetera. basically the user can do anything a normal quirkless person can't in any given situation the quirk does have repercussions called corruption which slowly spread through the body causing damage this happend when the user is over using the quirk or by doing things that expand past contact usually corruption will dissipates in a minute giving that quirk isn't used for that
Quirk: (push and pull) type: emitter. this is like todoroki type of quirk. This quirk is divided by left and right left being push right being pull. (Push)The user can cause massive concusive force as long as the user is close to the target the closer the stronger it is. (imagine bubble) if a user puts a thin object against their hand they can cause 2 blast of concusive force albeit shorter distance is applied. (Pull) (imagine bubble) with a jester like swinging your hand to to the right will send the target flying at the wall to the right Of you and throwing your hand toward your left shoulder will send them towards you.
Quirk: (light and heavy) type: transformation. like the previous. (Light) this quirk effects you and the object you hold. Light make the user light enough to let you jump high but in the process it makes you brittle or less dense causing you to be easily hurt so it more to get up high or dodge attacks (heavy) this side of the quirk allows the user to blacken and become more dense and heavy allowing the user to tank attack or even brutalize you opponent with the force you pull around with your body.(imagine bubble) using light you jump high into the air and turn heavy and come down like a boulder and or user light to dash at the target the switch to heavy for impact
Superpower/Quirk: (catch) type: emitter. the ability to teleport to an object that has been thrown. (thought bubble) let say that I was lock out of my non existant car I can throw a marble through the small crack in the window I left slightly open for a breeze. NEXT application the user can use it to skip a cross long distances and or use it to get high ground. Also momentum is carried across the distance let's say I throw a ball but I'm also carrying something heavy and I swing it half way then teleport the momentum is then increased causing the object's follow through to become more destructive the same can be said if the user is wearing weights also note said user can also teleport objects alone to the thrown one
Quirk/superpower (blackout) type: transformation. it severely enhances physical ability in darkness the user must see nothing in order to use it. when in use the user is shrouded in dark mist which is what we visually see enhancing said subject capabilitie. if said user becomes used to the darkness at night like how human can begin over time be able to see in the dark it has no ill effect besides placing a time limit at night albeit the user can still close their eyes to regain effect
Quirk/superpower (bullet step) type: emitter. said user when concentrating can move at bullet like speeds only stopping when hitting such as a wall or when stomp on the ground mid use. also the force applied at the start and stop is enough to shatter concrete said user when using it can only move straight
Quirk/superpower (backtrack) type: emitter. it allows the user to walk backwards sonic wind like speeds getting to destination depending on the steps you take to which the user ends up and at what speed the user applys to get there (thought bubble) lets say the user walk 100 steps it'll take 30 seconds this only starts to applys at 50 steps for which to get to the destination. The user could use it in conjunction to dodge attack let's say I walk 3 steps forward and then walk 3 steps forward but back to the start essentially making a 2 points too which to use as a way to dodge.and the user can do this from the center repeatedly in a circular area also if the user is running from it's target the user can run half circle within the line to get behind the target allowing to attack from behind The user could also use the momentum from using it to spring attacks directly at the target
Quirk/superpower type:emitter. name:(ruler's demands) it gives it user the ability to force weakminded people to do as they say as long as they have less intelligence
Power/quirk (the victor's experience) type accumulation. the user of this quirk can make slightly weaker variations of quirk that he won against and from that point the user can user a weaker form of another quirk
Quirk name: everywhere and nowhere type transformation it allows the user to be appear anywhere within a certain radius of the point of activation also the user can make non physical copys to appear in the radius also the user can simply disappear but can only resurface within that same radius when activated one cat ear pops out on their head

It's not an all out powerful quirk compared to All for one but because of the continuous cultivation of this quirk, it was passed to All Might which he pushed it beyond! Plus Ultra!

Momo is number one quirk hands down. If you were a tech and chemistry student, and took courses to become an inventor, and practiced inventing things nonstop with your quirk, she could basically cause a singularity by herself and dominate markets and become the next microsoft or google almost over-night once she gets rolling. She could have flying robotic mosquitoes collect dna samples of heroes and computers to read the dna and create machines to use retroviruses or something to alter dna to give others quirks and she can dominate the world if she were intelligent enough. Its a shame she doesnt realize this herself and she wasted her internship.
Remember, she is a FEMALE character in SHONEN, trust me she would never do that. They dumber down most of girls in the anime by a lot! In the situations they should use their quirk, they never do.

Then she would realize how to do so super efficiently, get tons of quirks, then, she is a genius, she requires less practice time with those quirks to optimize them in battle, then she can also do stuff like *spawns kryptonite* mid battle to do complete bullshit with.

Anyone without a defensive measure would die, but the same goes for the guy with the gun. Todoroki could use a gun.
There are quirks besides hardening however that negate guns such as warp, all mights obviously, Chisaki once combat ready and so on.
You would also need a huge gun to match Todoroki's kill potential. Todoroki could easily kill people with ice and fire, but thats not his goal.

I don't quite agree with the placing of Creation at #9 if you're going to leave out Permeation. Both are extremely weak on their own, but get much more powerful with practice. All things being equal (experience, skill, and knowledge) Permeation would likely win nearly every time against Creation. I would say Permeation should be #9 and Creation at #10.
Dark shadow just has too big a weakness-which is very easily exploitable-to stand up to the others on this list, and even the runners-up.

13:54 - 14:05 , if you have forgotten , All Might had been injured in a fight once , that destroyed his body , and that made him be able to use One for All for a limited time. It was never said that All Might was loosing power cuz he gave a bit of his hair to Izuku , but rather cuz he was pushing himself to be able to use it longer , that made his time shorter , and the fight with All for One made All Might use the last of his power (well , not really , he can still use One for All , but basically for about a minute before going back to skinny form , but if he even punches something , he immediately goes back to skinny form).

i think AFO has a weakness like OFA.. because during his fight with all might he didn't stole the quirk.. maybe he cant "stole" if the person is not willing to, as seen in the manga flashbacks, or cant steal back something that he already gave.. but once again he stole the "cat" quirk... but no one saw that.. maybe he tortured her until she gave it up idk.

Say the quirk is like DVD of a video and the person is the DVD player. 1 way to look at it, if she can rewind even something not physical like an event, she could rewind as if it was never stolen, then yes
